The Federal Communications Commission (FCC) submitted its 2026 Biennial Report to Congress on October 7, 2026. This is the eighth report the FCC has submitted under the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA). Congress passed the CVAA to help people with disabilities use emerging communications services and equipment and to improve access to video programming.
The report reviews the accessibility of telecommunications and advanced communications services and equipment over the past two years. It looks at three areas:
- Whether companies are meeting accessibility requirements, including for web browsers built into mobile phones.
- Whether accessibility barriers exist in new communications technologies.
- How the CVAA’s record-keeping and enforcement rules affects development of new technologies.
The FCC asked for public input twice before finalizing the report. It requested comments in February 2026, then released its tentative findings in July for a second round of comments.
